Committees

NRC Committees provide an opportunity for all members to participate in helping shape and advance the recycling industry.

 

Policy

The NRC Policy Committee conducts policy research and analysis and makes recommendations to the NRC Board of Directors on policy issues affecting recycling and waste reduction. Members of the NRC Policy Committee are solely selected by the NRC President.

Business Development

The Business Development committee primarily focuses on partnerships and program development. With a wide-range of industry opportunities, this committee helps determine the most impactful partnerships and programs that the NRC can help build to better recycling and sustainable management of materials.

Membership Committee

The NRC Membership Committee’s mission is to retain, enhance and grow the membership of the National Recycling Coalition. This committee is asked to address the relationship with Affiliates and find ways to improve/expand the relationship between State Recycling Organizations and NRC, as well as to increase the number of Affiliate relationships with the NRC. Tools to utilize in this mission include communications with existing members, communications with potential members, refinement of membership tiers and fee structures, and membership promotions.

Fund Development

The Fund Development Committee’s goal is to secure the necessary resources in order for the NRC to fulfill its mission and goals.  The resources can take the form of financial support, in-kind donations, services, or products. The Committee convenes on the alternating months of the NRC Board meetings.  While the Chair of the Committee is a NRC Board Member, participation is encouraged throughout the NRC membership.

Communications Committee

The Communications Committee’s mission is to communicate with the NRC members and at times the general public, regarding the output and work of the NRC Board, its activities, concerns, opinions, and responses to attacks on recycling. The Communications Committee provides monthly member newsletters, social media outreach, website updates, and maintenance, publicity on annual NRC award winners and scholarship winners, publicity on annual Board elections, and publicity on NRC programs. The Rapid Response Team, appointed by the President, is coordinated through the Communications Committee.

Awards Committee

The Awards Committee’s mission is to recruit, select and award outstanding candidates for the NRC’s annual awards ceremony. Prior to NRC’s Annual Meeting (Congress), the committee recruits and selects outstanding recycling programs, companies, innovators and individuals from a group of applicants nominated by NRC members. The Committee is chaired by an NRC Board member (or designee), and volunteers from the NRC membership.

Board Development Committee & NRC Slate Subcommittee

The mission of the Board Development Committee is to recruit and train professionals for the vacant positions on the NRC Board of Directors. The NRC Slate Subcommittee works to improve procedures for electing individuals to NRC’s Board of Directors. The Committee prepares the annual slate of candidates, recruits individuals to maintain a balanced viewpoint on the Board, and conducts board member training.  (These two committees have been combined due to similar purposes.)

Bylaws Committee

The NRC Bylaw Committee periodically reviews the bylaws for any needed updates or revisions. Items of particular concern are the updating of voting procedures if there are changes to the membership classes. The NRC bylaws are governed by New York state law, where the organization is incorporated.

Conference Committee

The Conference Committee plans the annual NRC conference, including speaker and moderator rosters, location sites, venue contracts, logo and theme, publicity, registrations, sponsors, and affiliate cooperative agreements. The annual conference is the single largest financial fundraiser for the NRC each year and therefore requires dedicated volunteers.

Executive Committee

The Executive Committee is composed of the elected officers of the Board of Directors, including but not limited to the President, Chair, Vice President, Treasurer, Secretary, and three At-Large representatives. The President acts as the Chair of the Executive Committee. The Executive Committee meets only if there is important Board decisions or discussions that cannot wait to the next scheduled NRC Board Meeting. In addition, the Executive Committee also acts as a Personnel Committee when the organization employs contractors and employees.

Finance Committee

The Finance Committee is responsible for discussing and managing the financial affairs of the organization. Committee members work with the Executive Director and Treasurer to establish a financial plan for the organization, regularly monitor the organization’s financial condition, commission an annual financial audit of the organization and manage the Coalition’s investments. The Finance Committee also assists in drafting the annual budget for discussion with the Board. To ensure fiscal transparency, regular financial reports are presented to the Board of Directors through the Treasurer’s Report. The Finance Committee is Co-Chaired by the President and the Treasurer.  

Fund Development Committee

The Fund Development Committee is charged with developing fundraising tools, sponsor benefits (e.g. value proposition), and lists of potential donors. The Committee assists the organization and all Board members in securing sustainable funding sources for the Coalition. The committee works to integrate all NRC fundraising into a coordinated effort.

Legislative Committee

The Legislative Committee is charged with tracking national and state legislation related to the policies of the NRC, and educating the Board and the NRC members regarding such legislation in a timely manner.

Library Committee

The NRC Library committee’s mission is to set up and maintain an easy-to-use, online information clearinghouse library consisting of important reduction, reuse, and recycling data, white papers, studies, best practices, legislation, economics, plans, and other resources for use primarily by NRC members.

The Murray J. Fox Fund Committee

The Murray J. Fox Scholarship Fund was created in 1994 to honor one of the founding members of the NRC through an endowment to continue his legacy of fostering future leaders. Since then, dozens of students have benefited from Murray’s support. Many are making valuable contributions in the industry.  A tribute to him is posted at our Campus Council’s web page.

Strategic Planning Committee

The Strategic Planning Committee’s mission is to develop the NRC’s strategic plan. The committee is composed of NRC Board members to identify the key issues the organization must address as it seeks to advance its future planning agenda, including the organization’s Vision, Mission, Strategic Goals, and Strategies for achieving those goals.


Councils

These Councils are supported by NRC Board members and NRC members, with the Chairs / Co-Chairs appointed by the NRC President annually. The Chairs / Co-Chairs offer monthly reports to the NRC Board of Directors as their committee function requires.

 

Disaster Debris Council

The NRC Disaster Debris Council’s mission is to develop the best practices manual regarding disaster debris management in consultation with those already involved in disaster debris management. The best practices manual is to include types of disaster debris, C&D reuse and recycling, disaster education, disaster planning, zoning statutes, flood zone info, building codes, and disaster lessons learned. Also included are ways to avoid the creation of disaster debris by proper planning, zoning, buyouts, and education, and planning for triage in disasters to allow for reuse, recycling or organics management (e.g., get people and movable assets out of harm’s way, have plans for immediate installation of intake, triage, processing capacity in the event of disaster). 

Diversity, Equity, Inclusion Council

The mission of the DEI Council is to address, explore, educate, learn about, and respond to the diversity of the human experience. In addition, the DEI Council will guide and hold the NRC accountable for the integration of diversity, equity, and inclusion into all aspects of the work by the NRC Administration, and the NRC Board of Directors. The DEI Council is responsible for ensuring that diversity training is an ongoing part of leadership training for NRC.

Markets Council

The Markets Council’s mission is to encourage the rebuilding of a strong recycling manufacturing base within the US, enhancing domestic economic activity, creating or retaining jobs, and contributing taxes to local economies. The Markets Council promotes quality streams of recycled feedstocks that will strengthen demand for recycled commodities. The Markets Council is also home governance to the Buy Recycle Business Alliance Technical Council.

Rapid Response Network Council

The purpose of the NRC Rapid Response Network is to develop and disseminate official responses from the National Recycling Coalition to inaccuracies in published articles, editorials, and “letters to the editor” about the recycling industry. The NRC encourages any of its direct and affiliate members to submit a published article, editorial or “letter to the editor” to the NRC Rapid Response Network for consideration for an official response from the NRC.

Once the submittal has been approved for an NRC official response by the NRC Rapid Response Administrative Team, the approved submittal will be distributed to the NRC Rapid Response Team, selected from a topical indexed spreadsheet, for the composition of the official NRC response. The Rapid Response Team, appointed by the President, is coordinated through the Communications Committee.


Special COUNCILS

These Special Councils are supported by NRC members and volunteers and not required to report to the NRC President. The Chairs periodically offer reports to the NRC Board.

 

Campus Council

The NRC has long-supported campus recycling, first hosting caucuses of campus program managers in 1992, then supporting a technical council in 1995. Recently, the NRC re-established the Campus Council to meet the need for stronger linkages between higher ed and the SMM industry. Degree programs, career services, applied research/technology transfer, and relationships with recycling leaders are examples of the opportunities the Campus Council develops between on-campus and off-campus groups.

National Standards Certification Board

The mission of the National Standards Certification Board (NSCB) is to support the maintenance of high national professional standards for sustainable professionals by facilitating the development of state/or regional certification programs, and developing and maintaining a national accreditation of such certification programs.

Recycling Organizations Council

The Recycling Organizations Council (ROC), a council of the National Recycling Coalition (NRC), is a network open to all state, regional, and provincial recycling organizations. These organizations are the backbone that supports recycling and the NRC. Building and strengthening the organizational capacity of these organizations will enable the organizations and ultimately the NRC to impact sustainable resource management more effectively locally, regionally and nationally.
